Seals long horizontal bottom side of removable top to top edge of body. This seal is for a Double wall removable top. Double wall tops were used on Deluxe equipment trucks and can be identified by Factory installed dome Light and Top-to-Body attaching hardware that is inserted from the Bottom UP. Sold as a pair with one for each side of the truck (#9 on the attached image).
